Abstract
In this work, a content study of the concept of human capital was conducted, various measurement methodologies and the relationship with the healthcare system are shown. Empirical analysis has shown that the level of human capital positively correlates with the variable «health» and demonstrates large differences at the regional level.
It is concluded that the regional healthcare system has a significant impact on the formation and development of human capital. The increase in outpatient polyclinic organizations and regional health prevention programs have a strong positive impact on improving the quality of human capital in the Sverdlovsk, Chelyabinsk Regions and the Khanty-Mansi Autonomous Okrug. Insufficient development of the healthcare system in the Kurgan Region and the Yamalo-Nenets Autonomous District leads to an increase in the growth of diseases and, as a consequence, a decrease in the quality of human capital. The concept of the strategy for the formation of human capital of the Ural Federal District is also proposed, including such variables as: the development of the education system, the development of the health system, the development of the social sphere, the formation of a culture of nutrition and a healthy lifestyle.
